The ClimateSmartAdvisors project conducted a comprehensive cross-country assessment of advisory services, analysing advisors’ knowledge, competencies, attitudes toward climate change, and the institutional environments in which they operate.

The results provide a comparative picture of the current state of play and highlight needs and opportunities for forming a pan-European advisory community focused on Climate-smart farming (CSF). CSF requires advisory services that can translate climate science, mitigation, and adaptation strategies into practical on-farm decisions. However, advisory systems across EU Member States and Associated Countries differ significantly in structure, capacity, and readiness. To design a functional EU-wide advisory network, it is essential to understand these baseline conditions and identify the gaps that prevent advisors from effectively supporting farmers in the transition to climate-smart agriculture.

Key findings:
• High motivation but uneven capacity: Advisors across countries generally recognise the importance of climate change and express willingness to support CSF, but their knowledge of specific CSF practices, tools, and decision-support methods varies widely.
• Significant institutional heterogeneity: Advisory services operate within very different national structures-public, private, mixed, and market-based—creating unequal access to resources, training and knowledge exchange mechanisms.
• Gaps in collaboration and knowledge flow: Many advisors report limited opportunities to share CSF knowledge across regions or sectors, and a lack of clear channels for connecting research outputs to practice.
• Need for structured, long-term support: Advisors highlight the need for standardised training, harmonised tools, and stable cooperation structures to enable CSF advice to be delivered consistently across EU territories.

ClimateSmartAdvisors-hankkeessa toteutettiin selvitys eri maiden ilmastoneuvonnan tilasta. Siinä tarkasteltiin maatalousneuvojien tietoja, osaamista, asenteita ilmastonmuutokseen sekä sitä, millaisissa organisaatioissa he työskentelevät. Tulokset antoivat hyvän kokonaiskuvan hankkeen alussa sen hetken tilanteesta ja siitä, mitä tarvitaan, jotta Eurooppaan voidaan rakentaa ilmastoälykkääseen maatalouteen keskittyvä neuvontaverkosto.

Ilmastoälykäs viljely edellyttää neuvontaa, joka pystyy muuttamaan ilmastotiedon ja erilaiset hillintä- ja sopeutumiskeinot käytännön ratkaisuiksi maatiloilla. Selvitys kuitenkin osoittaa, että EU-maiden neuvontajärjestelmät eroavat paljon toisistaan. Neuvojien osaaminen, käytettävissä olevat työkalut ja valmiudet vaihtelevat. Siksi on tärkeää tunnistaa nämä lähtökohdat ja ne aukot, jotka tällä hetkellä hidastavat ilmastoälykkäiden ratkaisujen käyttöönottoa.

• Tarvitaan pitkäjänteistä tukea: Neuvojat toivovat yhtenäisiä koulutuksia, yhteisiä työkaluja ja pysyviä yhteistyörakenteita, jotta ilmastoneuvontaa voidaan antaa tehokkaasti eri maissa.

Additional Information

Based on the survey, several elements can help support implementation of the results:
• A pan-EU network of Climate-Smart Advisors can address fragmentation by creating shared training modules, common terminology, and cross-country learning pathways.
• Opportunities for peer-learning to connect advisors with varying backgrounds, encourage peer-to-peer learning, and support the co-creation of context-specific CSF solutions.
• Strengthening links between research, advisory services, and farmers improves the relevance and uptake of climate-smart practices.
• Long-term cooperation frameworks and stable institutional support are essential to ensure continuity beyond project cycles.

Outcome / Added Value
The survey results offer a solid foundation for designing an EU-wide advisory infrastructure that is inclusive, scalable, and responsive to regional diversity. By addressing knowledge gaps, harmonising training, and fostering collaboration across borders, the emerging ClimateSmartAdvisors network will help accelerate the transition to climate-smart farming across Europe. However, it should be noted that the number of responses from most of the countries was relatively low and the answers most likely represent the opinions of climate-motivated advisors. The survey results were further split and presented to the national contexts and discussed and analysed among the respective national stakeholders.
